I had redness on penis and I went to a urologist he gave me anti fungal cream but nothing changed now im using elidel. What might be the cause?

Two diagnosis are mentioned by your question:
1- Fungal balanitis (infection of the glans)
2- Atopic dermatitis
If there is no improvement on the latter treatment, you might consider the diagnosis of a bacterial balanitis and be treated as so.
